The coupon is for root touch up wyb hair color, but the deal suggests two hair colors
I think you might be misunderstanding the deal. It says…

So I’m not sure where you are getting two hair colors?
in the head and shoulders scenario you have 2 nice and easy hair colors but the coupon for free root touch up, instead of 1 hair color and 1 root touch up.
